Capital Development Plan

The time lapse movie clips show the contractor removing the layer of sand that was installed back in 1993 (which served as the finished bottom of the Quarry swimming area). The sand has to be removed in order to get to the sub-grade below so they can regrade that sub-grade to the level needed to install the liner.
